Deputy Scott O'Neill, though not working in any official capacity for his employer, Tulare County, has now been witnessed on Coral Kerr's private property having broken the industrial chain and lock originally securing the front gate of Ms. Kerr's property in California Hot Springs, California. A privately hired security guard (accompanied by his mother as an additional witness) first went to Ms. Kerr's home and property in this very isolated, rural area of the mountains in the Sequoia Forest at the end of June and Scott O'Neill, apparently called by Larry Barney , a local resident who has repeatedly invaded neigboring property without authorization to do so. Neither Mr. Barney or Mr. O'Neill have ever been authorized by Ms. Kerr or her property caretaker to trespass on Ms. Kerr's private property at any time yet Scott O'Neill conducted a tour through Ms. Kerr's home referring to her as " mentally ill" and insisting the authorized caretaker and an undercover private investigator sent there by Ms. Kerr had to leave the premises. Four parties, authorized by Coral kerr, who owns the property and now fears being there because of Scott O'Neill's harassment, have testified that Mr. O'Neill "threatened" them and continued to defame Ms. Kerr's character by attempting to create a negative image of her and marr or damage her reputation. Scott O'Neill is not only guilty of trespassing, as he has no right to be anywhere near Ms. Kerr's property but he has also committed slander and his knowledge of Ms. Kerr and her property is limited to the encounter he forced upon her when breaking into her home and attempting to taser her while her dogs were tortured and illegally seized August 2, 2010.
Scott O'Neill's superiors have been contacted by investigators representing Ms. kerr's insurance company and the utility companies servicing the area to request that this invasion of private property and commandeering of Ms. Kerr's residence and home be stopped, but as has been the case in every charge of misconduct filed against Scott O' Neill, Tulare County refuses to honor the rights of private property owners by reprimanding their deputy when said deputy is guilty of criminal behavior. Scott O'Neill and Larry Barney have now threatened and harrassed every individual who has visited Ms. Kerr's home. Complaints have been filed with the Grand Jury and the Attorney General's office to make every effort to convince these two vicious and abusive "bullies" that they have no right to do what they persist in doing to an innocent person they don't even know.
Tulare County has already destroyed Coral Kerr's life by invading her home and killing her family "pets". Now Tulare County has negligently allowed their employee, Scott O'Neill to destroy her home and violate the rights of people who are trying to maintain and improve the residence. In fact when contacted by officials investigating the reports of Mr. O'Neill's harassment, Tulare County Sheriff's department, knowing the reports were accurate still found humor in the victimization of Ms. Kerr and the persons who experienced Scott O'Neill's "bullying" tactics. This irresponsible reaction would indicate that abusing our civil rights has become entertainment for law enforcement.
