Deputy Scott O'Neill, though not working in any official capacity for his employer, Tulare County, has now been witnessed on Coral Kerr's private property having broken the industrial chain and lock originally securing the front gate of Ms. Kerr's property in California Hot Springs, California. A privately hired security guard (accompanied by his mother as an additional witness) first went to Ms. Kerr's home and property in this very isolated, rural area of the mountains in the Sequoia Forest at the end of June and Scott O'Neill, apparently called by Larry Barney , a local resident who has repeatedly invaded neigboring property without authorization to do so. Neither Mr. Barney or Mr. O'Neill have ever been authorized by Ms. Kerr or her property caretaker to trespass on Ms. Kerr's private property at any time yet Scott O'Neill conducted a tour through Ms. Kerr's home referring to her as " mentally ill" and insisting the authorized caretaker and an undercover private investigator sent there by Ms. Kerr had to leave the premises. Four parties, authorized by Coral kerr, who owns the property and now fears being there because of Scott O'Neill's harassment, have testified that Mr. O'Neill "threatened" them and continued to defame Ms. Kerr's character by attempting to create a negative image of her and marr or damage her reputation. Scott O'Neill is not only guilty of trespassing, as he has no right to be anywhere near Ms. Kerr's property but he has also committed slander and his knowledge of Ms. Kerr and her property is limited to the encounter he forced upon her when breaking into her home and attempting to taser her while her dogs were tortured and illegally seized August 2, 2010.
Scott O'Neill's superiors have been contacted by investigators representing Ms. kerr's insurance company and the utility companies servicing the area to request that this invasion of private property and commandeering of Ms. Kerr's residence and home be stopped, but as has been the case in every charge of misconduct filed against Scott O' Neill, Tulare County refuses to honor the rights of private property owners by reprimanding their deputy when said deputy is guilty of criminal behavior. Scott O'Neill and Larry Barney have now threatened and harrassed every individual who has visited Ms. Kerr's home. Complaints have been filed with the Grand Jury and the Attorney General's office to make every effort to convince these two vicious and abusive "bullies" that they have no right to do what they persist in doing to an innocent person they don't even know.
Tulare County has already destroyed Coral Kerr's life by invading her home and killing her family "pets". Now Tulare County has negligently allowed their employee, Scott O'Neill to destroy her home and violate the rights of people who are trying to maintain and improve the residence. In fact when contacted by officials investigating the reports of Mr. O'Neill's harassment, Tulare County Sheriff's department, knowing the reports were accurate still found humor in the victimization of Ms. Kerr and the persons who experienced Scott O'Neill's "bullying" tactics. This irresponsible reaction would indicate that abusing our civil rights has become entertainment for law enforcement.

Michelle Shanley Ended Coral Kerr's Life....
Michelle Shanley, employed by Tulare County Animal Shelter, in Visalia, California had the opportunity to allow Coral Kerr's eight dogs ( Tulare County had killed Ms. Kerr's cats and three innocent dogs, one in her own favorite little velvet and flannel bed )....to be fostered together until Ms. Kerr's property would be improved,which it was. In fact to make renovations and clean-up easier Ms. Kerr was actually moving her beloved family of cherished elderly "pets" to a new desert location the day Tulare County forced their way into her home and brutally seized her terrified animals. Michelle Shanley chose to ignore the judge's promise to revisit the situation and re-evaluate the unproven case by
November 15,2011. Michelle Shanley chose to destroy Ms.Kerr's life and the lives of the eight dogs who had been together in Ms. Kerr's loving care over ten years. Tulare County Animal Shelter killed Ms. Kerr's cats, including three ( neutered ) purebred Persian cats over ten years old....each having been together and in Ms. Kerr's home since they were baby kittens. Most of us have no idea how corrupt an Animal Shelter such as the Tulare County Animal Shelter is until we find out that they are not legally entitled to kill any of our "pets" and if they do they are to provide blood tests proving any claims of illness, the bodies of euthanized "pets" and necropsy (autopsy performed on animals) results. None of these rules are followed by the Tulare County Animal Shelter in Visalia, California. Suffice it to say the actions taken by Tulare County Animal Shelter and Tulare County Animal Control are egregious violations of the rights of our tax paying citizens and their animals....and it is evident that there is no respect for life....they are most definitely NOT doing anything to protect animals.
All of the ongoing agony and misery suffered by Coral and each of her traumatized family members since August 2, 2010 could have been avoided but Michelle Shanley paid no attention to the impassioned pleas from Ms. Kerr to allow her treasured animals to be fostered together with the foster home provided as the court had promised Ms. Kerr they would be if she went along with what they ordered her to do. Reluctantly, but fearing their threat to kill her "pets", who had no idea what was happening to them after they had been with Ms. Kerr and with each other all of their long lives, Ms. Kerr accepted the "suspension" not knowing what the actual charge was. Even the judge acknowledged Ms. Kerr's request to bring her family back together and he had promised to "revisit" these instructions to lift restrictions. It should be noted for edification purposes that Coral kerr was threatened with the killing of all of her precious animals if she did not agree to accept a suspension.....and whatever they forced her to accept in court. Coral Kerr was refused the opportunity to appear in court to address any of the fabricated claims by Dan Bailey of Tulare County Animal Control, who physically abused Ms. Kerr's cat " Webster" right in front of her and the claims made by deputy Scott O' Neill who was witnessed trying to taser Ms. Kerr as she stood trying to comfort her frightened little dog. It should be noted that this is overt misuse of the taser gun, as Mr. O'Neill outweighs Ms. Kerr by literally hundreds of pounds and stood over her as she was quietly standing in her own private enclosed patio area, on her property ...surrounded by more than twenty armed officers......whose presence was never necessary and whose unjustified excessive force continues to baffle every legal professional who has examined these records and this report.
Though it is horrifying to discover, the way Coral Kerr was treated in court is commonplace now. It is the way public defenders and irresponsible prosecutors get rid of defendants they know are innocent of charges......defendants are NOT defended or even represented. Public defenders collaborate with the prosecutors to deceive and coerce defendants and manipulate vulnerable people into traps they have no frame of reference for, particularly when they are not persons with courtroom experience. Deals are made so that a defendant they know is not guilty fears the consequences they impose and remains too terrified to demand a trial in which their explanations can be heard in court.
Though a plethora of exculpating evidence was provided by Ms. Kerr and her witnesses, she was threatened into accepting a plea she did not understand...which is exactly how assistant D.A. ( Cindy Peak ) had planned. What has been done to Coral Kerr is basically a cautionary tale to some degree. It appears to be a classic example of how the "alleged" system works. Once government has so severely and blatantly violated our civil rights by forcing their way into a private home and stealing possessions and killing innocent family "pets" they have enough evil, corrupt methods in place to make it look as though their violence is justified...though the unnecessary excessive force they employ is obvious .
Coral Kerr was victimized and lied to and we are constantly being reminded that, tragically, hers is far from being an isolated case. The fact remains.....her wonderful, loving, trusting animals are now dead or displaced.....and Michelle Shanley, an employee who is neither an expert in animal care or a professional in any area of animal behavior,......( and she is most certainly not qualified to determine the mental or emotional stability or capability of another adult animal "owner/caregiver") was given the opportunity to let Ms. Kerr and her beloved "pets" reunite or remain devastated forever and Michelle Shanley chose to destroy all of their lives. Michelle Shanley destroyed all of the love and beauty in the world of an artist whose work and career have been irreparably damaged , and whose only family...her treasured animals are now gone forever. They were each subjects of illustrated children's books Ms. Kerr had created...due to be published...including an online and inprint cartoon/comic strip. Little "Sparrow"...the little kitty Coral Kerr begged Michelle Shanley to return to her home...was the adorable, miraculous little rescued feline protagonist of the soon to be published children's book, "Sparrow the Hero". Sparrow had found two tiny kittens in danger and carried them to safety....and Ms. Kerr, having created and designed numerous successful characters and stories for film and television, decided to write and illustrate a book about Sparrow's amazing, heroic deeds. The publishers have insisted that we reveal what Tulare County has done to Coral Kerr and her "pets" and that we name the persons responsible for seizing her animals. Michelle Shanley will be at the top of that list......the list of these unscrupulous, uncaring, truly evil people.
Tulare County is unfortunately notorious for employing incompetent, sociopathic individuals who revel in abusing their undeserved power and control over all of us.

Tulare County Animal Control Steals Family "Pets"
Tulare County in Visalia, California forced their way into my private home and property
( on land zoned for livestock ) without warrants or probable cause and they stole my older, innocent, gentle dogs and killed my cats. Dan Bailey of Tulare County Animal Control dragged my red long hair cat, "Webster", by the neck strangling at the end of that loop pole. Dan Bailey dragged poor "Webster" in the dirt as my beautiful "Webster" struggled desperately to get his little delicate paws straightened out under him so that the twine tightly closed around his throat would not kill him. Tulare County killed "Webster" and three of my pure bred Persian kitty cats who had been together and with me all of their lives, over ten years.
Michelle Shanley is an employee at the Tulare County Animal Shelter who calls herself an "adoption co-ordinator". Though it is a violation of our civil rights , Michelle Shanley has our "pets" killed rather than returned to their rightful, legal owners.. Michelle Shanley had my healthy, loving cats killed and she chose to refuse to release my eight elderly dogs to a waiting rescue, foster person who offered money to the Tulare County Animal Shelter just to save the lives of my devoted, innocent animals and keep them together as they had been with me all of their long lives. Michelle Shanley is not an expert on animal care or animal behavior and she knew full well my dogs were healthy and much loved and well cared for and she chose to watch them be killed, or separated and given away to people they did not know instead of release them to the capable, experienced foster care person. I pleaded with Michelle Shanley to release my animals to the approved of foster home and Michelle was assured that my dear family would be in a safe home so that legal matters could be addressed in court and the judge who insisted he would revisit the "case", which was a property maintenance issue, that had already been resolved, could alter the outcome as promised. Michelle Shanley actually laughed about the devastation I suffered seeing Tulare County Animal Control torture and kill my family of cherished "pets". Michelle Shanley thought it was funny that she could not actually identify who of my beloved cats had been killed by Tulare County Animal Control.
What purpose does Tulare County Animal Control serve? They don't care about the lives of the animals.....they tortured and killed them. I am an established professional illustrator and designer who creates for children and writes and illustrates children's books...one due to be published about the little cat "Sparrow" who had saved the lives of two tiny newborn kittens. "Sparrow" could have been returned to me but Michelle Shanley gave her away. I have agonized over the loss of my little "Sparrow" and my beloved dogs whom I had cared for and cherished all of their lives. Tulare County ended my life and the lives of my precious family members.
